The concept for ANTE-PLANNING was initiated by the dazzle camouflage. Originally developed by marine artist Norman Wilkinson, the technique was designed not to hide vessels - but instead to make it difficult for the enemy to estimate range, speed and trajectory. The result being that the antagonist took up a poor firing position. Our interpretation of this is applied not only to our 2020 proposal, but also splays out onto previous winners of the competition. By incorporating H-VAC, Air Draft and Potemkin the aim is to force a dialogue with the planning department over the ongoing appeal. In a wider sense the ‘visual disruption’ created seeks to impose a conversation with the general public regarding an authoritative planning system. At it’s heart our pavilion constructs a sanctuary for the community. It acts as a workshop for classes, demonstrations and social gatherings. When the pontoons are disconnected from one another it challenges the notion of planning requirement as well as embracing an adaptable and flexible function. The separable structures are shifted to new locations and transform into discrete commercial nucleuses.
